When an image or video provider refuses a request because of its content policy, you are not charged: a refused image generation or edit now costs nothing, and a refused video is refunded in full, as before. After three such refusals within an hour, image or video generation pauses for an hour and tells you how many minutes are left; a paused request is never sent to a provider, so it costs nothing either. Before you try again, change the prompt or the picture.
