When you start several workflow runs at once, the ones that have to wait now start as soon as an earlier run finishes or pauses for an approval, so a run waiting for an approval no longer holds up the others. If a queued run still cannot start within an hour, it is closed instead of waiting forever: nothing is charged, you can start it again, and on the web its page tells you why.
