Head offices and branches in the venue panel

The Venues screen now shows head offices with the branches under them, and a new venue can be created under an existing one. Moving a venue under another head office goes through a reviewed step that shows what changes before it is applied. A head office's documents and ready questions reach its branches, and its assistant can name the venues under it. Venue documents also get a visual editor that keeps the Markdown underneath unchanged.
