Pay for the steps that delivered, and get the rest back

When a step of a run fails or is cancelled, its charge is returned automatically, and it goes back to where it came from: plan allowance to your allowance, wallet money to your wallet, never one turned into the other. Runs whose execution was interrupted are settled the same way instead of leaving the charge stranded. Until now a refund wrote a line in your billing history while the balance never moved.
